Vacation pay

I left a company and had earned 80 hours of vacation which I was never paid for. Her policy which she gave me a copy of says 2 weeks paid after working 2 full years. I was there for 4. Because my last day was Dec. 30th and I didn't make it Jan 1 she refused to pay, however my start date was the first of December and this is not wrote in the policy. Can she legally not give me my vacation?

She doesn't violate any criminal law, but she is probably breaching her verbal contract with you. You earned the time, and you should be entitled to be paid for it.

If the amount is less than 3000, consider taking her to small claims court.
