Is it legal for a member of the police department to email a business owner about the status of another businesses liquor license while it is under review in the state of missouri.

Sometimes people confuse the terms legal and lawful. Legal usually referrs to whether an act Van get someone convicted of a crime. Lawful usually means whether the actor has civil liability. In the facts you described, the sending of the email may not be illegal, in that the officer would not be convicted of having committed a crime. But, if the Office improperly accessed a database to obtain the information about the liquor license status, they may be guilty of a crime. The sending of the email could expose the officer, his supervisor and the department they work for to civil liability.
