Legal Question in Civil Rights Law in Missouri

We adopted a female black child. She is four now and we have moved out of state to MO. In our new neighborhood with in three weeks of moving in we received several complaints called in to the association, had several calls about five called into child protection, one call into animal control. This summer we had another child protection visit and several more complaints to our neighborhood association. Meanwhile another neighbor explained to us that we must keep with in our own circle of friends. Michaela has not been able to play with another family who are friends with the family who has been harassing us. We received an email saying that the family who calls DFS wished we never had moved into the neighborhood, will do anything to have us move out, will continue to look for opportunities and ways to complain to the assocation or call child protection. DFS has a state statute that if any calls are made in a malicious matter they can turn them over to DFS. DFS will not do this. They said I am being paranoid. What can we do more?

You should keep a copy of all emails or letters, and make note of any other communications relevant to this. Make sure the home association is aware (in writing) that there is a family trying to get you out of the neighborhood. Keep a copy of this communication too. If something needs to be done later, then this documentation will be helpful. It might be that a law suit would have to be field against the homes association and those that have made racially motivated statements about you.

For now, try to be the best neighbor you can. Make sure yrou child(ren) behave as good citizens when out of the house. Maintain your animal(s) as you would think that a neighbor that doesn't like dogs or cats (whatever yours is) would hope you would. Be courteous and frindly to those you come across in your area. Everyday that you, your children and yoru pets do not cause the problems that the people fear you will, the less likely others will beleive that you ever will. Animal control and DFS can spot a trend. Either someon is making false complaints about you, or they are just missing catching you in the act. Your behavior may be the deciding factor.

You did not indicate waht state you moved from. Is it possible that you feared that people in Missouri might nto like your black daughter, and you are interpreting that those that do nto like your presence in the neighborhood, feel that way because of her. You did not indicate any racial motivation in any o fthe complaints you described. For yoru daughter's sake, you might want to examine if you are racially paranoid. Maybe they don't like your pet, or the behavior your daughter exhibited whn you first moved in. Maybe they just really like and miss the people who lived in yrou home before you. people can be jerks, but not all jerks are racists.
