Legal Question in Credit and Debt Law in Missouri

I belong to a subdivison with monthly fees of 175.00. I am also on the sub. board and we are having problems getting the 175.00 fee from a lot owner. He has made 2 payments since 2009. Multiple letters have been sent to the owner requesting payment with interest accured as by-law regulations. To date the lot owner owes 1075.00. This amt. includes the mowing fees the association has paid to keep his lot mowed. What can we do to obtain his payment?
