Legal Question in DUI Law in Missouri

i was arrested for dwi in mo on 07- 23-09 ive had 2 priors in ny 14 and 16 yrs ago. the mo prosecutor is looking for the records in ny to enhance the charges. what will they find? and if the officer had me pull my vehicle forward and turn on hazard lights after i was out of the vehicle does that indicate i wasent as impared as the arrest report makes me out to be? can the dor change thier decision awaiting the outcome of the courts?
