If a child is over the age of majority (18) in his home can a state where I reside with an age of majority of 21 issue a child support order?

If a child resides in Missouri, support can continue while they are in college or trade school. If the child resides in another state, that State's laws will likely control. If you believe that you are about to be hit with a law suit or motion to modify a Support Order, you should consult directly with a family law attorney licensed to practice in that state.
