Legal Question in Family Law in Missouri

My daughter's father left to another state when she was 3 months old. He made no contact until a custody case a year later. The agreement was jointment custody with her primary residence being mine. There was a visitation schedule,alternating holidays and some time in the summer. We agreed that he would provide medical insurance and pay for all transportation for visits in place of child support. She is almost 4. He has not made contact, provided insurance, or paid for anything. I do not want child support. Could I have his parental rights revoked so that her step father could adopt her?

If you have been married for at least six months, you can file for adoption and that will terminate your ex's parental rights.
