Legal Question in Family Law in Missouri

I have a grand daughter in another state who will of been in foster care for two years this summer. Back when she was first placed in foster care, I spoke with Illinois DCFS about her coming to live with me. I was told that option could be looked into, but it needed to wait so her mom could visit her and have a chance to regain custody. So waiting is what I have been doing, but did call last month and spoke with the new case worker about legal guardianship. She asked why I didn't do something back when all this started, that a certain form could of been filed. When I asked about speaking with the judge, she said that I could, but if the foster parent contests it, the judge would probably end up ruling in her favor. So what are my rights as a grandparent and what do I need to do?
