Legal Question in Family Law in Missouri

I've been legally married since 1988, but I have not seen, or been able to locate my husband since the end of 1996. He told me that he'd "pissed off some drug dealers and was going to NY". I tried contacting his family in the beginning and they had not heard from him either. They've since either passed away or vanished. I've checked with Social Security, but the SS number I have for him is NOT registered to him. It's my belief that he's passed away some years ago. As his next of kin I'd like to have him declared dead, not because there's any estate or benefits, but so that I am free to marry. How do I go about this in Missouri?

There is a law that allows a person to go to Court and get a Judgment finding someone who has been missing legally dead.
