Can a mother or father that have been found guilty of sexual abuse a neglect take there child from some one who has a Power of Attorney and waiting for the court to make a desion on custody

If the State has taken custody of the child, (and placed it with someone pending resolution), the parents don't have authority to retrieve the child. So No, the parents, in your scenario, could not pick up the kids.

If there is a court order they must obey. A power of attorney should be able to be revoked.
