Legal Question in Family Law in Missouri

I am the non custodial parent court ordered to provide health coverage along with child support for my dependent child. The custodial parent has Missouri State Medicaid and refuses to use the health insurance I provide. I have carried this coverage thru my employer for 2 yrs and the custodial parent has never utilized it. Can I contest the order to provide healthcare which now includes dental and vision? Can the custodial parent continue to have state medicaid?
