Legal Question in Family Law in Missouri

My wife and I have have become the legal permanent custodians of our grand daughter and she currently has the last name of her mothers ex-husband who is not the childs father. Can we submit to have her name changed without the consent of the parents, whose rights have not been terminated.

You can request, but it won't be granted unless the parents consent.
