Is my landlord allowed to put in coin-op laundry machines when the lease clearly states the cost of laundry is included in my rent?

Based upon what you reported, the coin op machine appears to be a breach of your lease. You might be able to discount your rent, then amount you have to put in the machine. But, you should tell the landlord in writing first, so they have an opportunity trip to fix the situation.
