Legal Question in Legal Ethics in Missouri

My attorney withdrew two days before my divorce contempt/modification case. (He was too busy to handle it. He said when he tok the case.and my retainer...he expected it to be settled.) I finally received my statement. He charged me for preparing the paperwok to withdraw and for appearing before the judge in order to be released. Can he legally do this?!?

I can't imagine a lawyer billing to file paperwork to withdraw. If you believe he has acted improperly, and from the limited facts you have given, it seems questionable, report him to the Bar Association in Jefferson City.
