Is there a law that concerns whether a person can be charged, criminally, if they know they have an STD, such as HPB virus, and still have sex with a person, without telling them, and therefore giving it to their partner?

Yes. in a way. Teh person who does what yo said, coudl be convicted of a crime, that entail sthe modus operandi (bad acts) that you described. The severity of the crime charged, depends upon the circumstances of the encounter and the harm sufferend by the innocent partner. It could range from assault to negligent murder, or perhaps manslaughter.
