in the state of Missouri when property passes to inheritance due to the death of the owner, is the inheritance based on the value at the time of owners death or on current property value

Your question cannot be answered with asimple answer. Different property is valuated differently, and for different purposes. Stocks, personal property and realty carry a different basis timing. What the IRS looks at for taxation purposes may not be the same as what a Probate Judge will consider when trying to fairly distribute assets amond devisees. If you have questions about specific property, you should consult directly with an attorney in your area.
