Can my husband appeal a decision on contempt of court if he was not personally served just sent something through the mail. It involves jail time.

Yes, under Nevada law, an appeal can be taken from an order imposing contempt sanctions. It may be better to seek to set aside the Order first (if service is an issue) in the Court entering the Order so that the Judge can see where a mistake may have been made, or the party might be able to purge his contempt prior to imposition of the sanctions.
