Are collection agencies able to take legal action against an individual if ignored?

Sure! That is their job. If the debt is legally enforceable, they can seek the intervention of a court to collect. Do not continue to ignore it if you are served with a lawsuit, as the additional costs (attorney fees, accounting costs, court costs, etc.) will really mount and the balance owed could balloon very quickly. If you owe the debt and do not have a valid defense to their complaint, it would be far better to try to resolve it now, before all those additional expenses are tacked on and you have to invest loads of time and energy in to this thing.
