what should I do about getting medical coverage for my son and the 11,000 dollars owed to me from the non-custodian parent?

As to collection of the arrears, note that you may also be entitled to interest, and perhaps penalties, on the arrearage. See http://www.willicklawgroup.com/interest_penalties.
