My neighbor's palm trees roots are cracking my wall, are they liable if my wall falls, the wall is up on a hill, high above.

Yes, if you neighbor's tree roots are the proximate cause of the cracking of your wall he or she is liable for the damage. The neighbor has a duty not to let something on his or her property cause damage to adjacent property.
