Legal Question in Landlord & Tenant Law in New Hampshire

is my landlord required to provide heat and hot water 24/7 if he pays for the utilites? My landlord has decided to only provide us with heat and hot water from 4pm to 9am. so if we want to shower or have heat during the day we cant.
