The answer would depend on what the reasonable expectations of privacy were as to the owner of the camera. New Hampshire courts, and others, have held that it is OK to go through an individual's trash and any private papers left behind. That's why paper shredders have become so popular. Of course the camera case is different because the camera and its contents were not "abandoned" in the same sense that trash is left out at the curb. However, considering the ease with which one can turn on and peruse a digital camera, the hotel owner has a strong argument that it would not have done anything wrong to simply look. Without more facts, this is the best answer.
