Legal Question in Administrative Law in New Jersey

In nj I was arrested for simple assault under domestic violence and a tro was placed on me. I am a police officer and I handed in my duty weapon. I was subsequently suspended without pay. All the charges and tro was dropped and submitted a fitness test which I passed. I am still suspended because I am in violation of a Dept rule : unable to preform duties since I am unable to carry a weapon until prosecutor authorizes.
