Legal Question in Business Law in New Jersey

I am located in Northern New Jersey and I am extremely eager to get the wheels rolling on opening an online head shop. For tobacco products only. What are the steps to open such a business? What special permits and licensing is need? If I am not actually selling cigars, but just pipes and other products am I still required to get a tobacco license? And how do I figure out what business structure is correct for me? How do the taxes work. For instance if I end up making no money the first year would I still owe taxes? Is there certain paperwork besides taxes I need to process each year on state and federal levels?

I know these are a lot of questions. Are there any lawyers in the tri-state area with a reasonable or free rate to discuss all these questions?
