Legal Question in Construction Law in New Jersey

Hello,

I need some assistance with contruction law. I hired a contractor who was an illegal resident unlicensed and I paid him upfront for some electric and Hvac work. He completed about 60% of the work and took off with about $5,000. I did not take out any permits as well. It's a 3 family home located in NJ. I don't know what to do in this case. If I do file a claim at the court or a police report, would I be liable at the end for hiring an illegal, unlicensed contractor. Can anyone help with this situation. I really want to screw this guy to the max, he stole my money that I worked hard for.
