Internet Sex Predator Laws

Recently, I found that my 13yr old daughter was engaging in sexually explicit conversations over the Internet with a 19 yr old man. He initiated the conversation and established her age and still encourage the conversation. I contacted my local police department, who refused to do anything about it. They claim that since my daughter participated in the conversation it was not illegal. Is this true? and if so how does show like Dateline help in prosecuting people for the same thing?

You need to call the sex crimes unit of the county prosecutor, not the local police.
