sex tape blackmail?

I have an exboyfriend that is threatening to make a sex tape we made 2-3 years ago public (put it online) if I do not agree to meet up and have dinner with him. I have the whole conversation where he threatens to do this saved from AOL Instant Messenger. I am 21 and I would like to do whatever it takes to avoid this from happening. Is this blackmail? I do not want to meet up with him to get the tape back, because now I'm scared. What can I do?
