dwi 3rd offense afetr 10 years

IF you receive a DWI in 1984 first offense, then get a second charge of dwi 10 years later and they consider that a first offense because it has been 10 years since the first one. then 10 years later you get another dwi. will this be considered a second offense or third offense.

Unfortunately, a third is a third is a third. It does not matter whether your second was treated as a first.

However, you can go back and attack the first and second convictions, to bring the third down to a second or even a first.
