Legal Question in Family Law in New Jersey

What is the NJ law for a permanent resident that has abandoned his child and wife? The wife is a US citizen as well as the child, can the wife file for child and spousal support? The father/husband has relocated to another state and has basically disappeared. The wife knows where he'll be working and has all other pertinent information. Does the wife file in NJ where she currently lives? What if the husband/father flees the country, is there recourse if a judgement prevails?
