Legal Question in Family Law in New Jersey

I had a question pertaining to name changes. I had twins and I decided for them to have my last name. Their dad wanted no part to them. Now 10 years later I am married and my husband has helped raise them. I want to change there last name to mine. The court says I have to send a letter if he wishes to contest it. The problem is I don't know where he lives and have no contact with his family or friends. He has disappeared even the system cannnot hunt him down for childsupport. What should I do? Is there a law? They don't even have his last name. They have my maiden name.

There are public notice procedures that would allow you to advertise in a newspaper and eventually, you would be able to change their names. But the procedures are not that different for a full adoption. why not consider that instead? In any case, because there are procedural steps that need to be carefully followed, it is always best to retain an attorney to do this for you.
