Legal Question in Family Law in New Jersey

My son-in-law made all the money until my daughter got a part time job during the winter at the school. They are now getting a divorce but still living in the same house and it is hell. He puts his paycheck in and she spends it all. Her unemployment she had switched to a debit card for her so she doesn't have to help him with the food or house hold bills. Can he start another bank account and split his paycheck to pay bills because she is leaving him and the 2 kids high and dry at the bar day after day and night after night. I have my grandson and I live next door and dyphus said they can't remove he kids because I am taking care of them. My granddaughter is 15 and grandson is 9 He needs to pay bills, He needs a separate account. Help
