Can I apply citizenship while my 1 751 form is in process but there is no decision. I have the stamp so can I send this to cotozenship as a proof of my permenent recedecy? Because local office took my 2 year experied green car and give me the stamp .

I suggest that you call the customer service 800# & find out what is going on with your case. If that does not resolve the issue, then apply for an Infopass appointment at your local USCIS office.

You cannot apply for naturalization until your I-751 is approved, b/c USCIS cannot approve the N-400 until the condition is removed for your status.

If you still have problems, I would suggest hiring a local Immigration Attorney to try to speed the process along.
