A landlord can charge for water if it is permissible pursuant to the signed lease. If it is not in the lease as a tenant obligation, it is to be paid by the landlord.

If the parties agree, the landlord can charge for water. The landlord can also change the terms of the lease, on renewal, to allow for a water charge.

If the change made in a renewal lease, then the landlord has to show that the change is reasonable. That is done on a case to case basis.
