Legal Question in Landlord & Tenant Law in New Jersey

I rented a storefront on a month to month lease.

My landlord has not returned my security. We vacated the premises almost 2 months ago.

We had the landlord inspect the property prior to our vacating. He said he would return our security. We have this in text messages.

Is he required to pay one and a half times the security because he has not returned this in 30 days? I thought I read that this was New Jersey law.

I am considering taking the matter to small claims court.
