Legal Question in Landlord & Tenant Law in New Jersey

Upstairs neighbors noisy child

Every waking hour our upstairs neighbors two year old is home, she constantly runs back and forth, stomps and jumps on the floor. This goes on everyday. Are there any laws governing a problem like this. We know that we must tolerate a certain amount of noise during the day, given this is an apartment, but we cannot eat in peace, watch TV or just relax. She has even gotten up at 12:30 or 1:00 AM, throwing temper tantrums and has woken my sister and mother from a sound sleep. This is becoming an extremely unnerving situation.

Any help would be appreciated.
