Legal Question in Legal Ethics in New Jersey

I am a councilman, can the township clerk withhold my reorganization packet until the day of the meeting without me reviewing in advance. I emailed and asked for the packet so I could review in advance and I was told by presiden to of council that the Clerk took packets home and would give to you on the day of the reorganization. Is this against the law.

It seems political. Does this fall under any violations i.e. opra or opma, sunshine, labor, irs laws?

this is not a question that I can answer without a bit of research.

It seems that someone is giving you a pretty hard time. The township clerk works for you (being you are a councilman), so I am surprised the Clerk would not just give you the packet.
