I was at a party in Seaside and the cops did not give tickets to the girls that lived in town but were at the party. Is this legal?

Why would you care if summonses were not issued against the girls, unless one was issued to you? You will have to provide more detail. I expect that you think that there was selective prosecution entitling you to al dismissal.
