Can I sell someone's stuff that has been in my basement for over a year that I have continuously told them to get it out?

Presuming you sent them a letter by certified mail, have proof of its delivery, and gave them a reasonable period of time to remove it, which has now passed and they have not done so, the response seems to be yes.
