how do i get a power of attorney for my brother who passed away

You can't. Powers of Attorney can't be signed by your brother after he died, and they are not effective once the person dies. The only person authorized to act with respect to his estate is the Executor appointed in the Will, or in there is no Will, an Administrator to be appointed by the Surrogate's Office of the County where he resided.
