Legal Question in Disability Law in New Mexico

I was denied a passport because of an outstanding warrant in New Mexico (I did not know about). The warrant shows 1 count of embezzlement, less than 100.00 (a petty misdemeanor) and 2 counts of larceny, less that 250.00 (also petty misdemeanors) but the warrant is listed as a felony warrant. This was from 1987. Why does the warrant say it is a felony?
