Is getting a ticket for DUI but not being arrested for DUI the same?

Yes. Being issued a summons (ticket)and released is the equivalent of being arrested and taken to jail. Generally you will have an arrest record, can be prosecuted and face jail time.

The first is much more comfortable, but the charge and the effects are the same.
