child visitation and signing parental rights

the mother of my two daughters will not let me see the girls at all. i have tryed calling, going to her house to see them, but she will not let me. she said she is afraid of me hurting them to the judge. he ordered counseling for the girls and me and we completed that with no problems. afterwards, she wanted me to see them in a monitored place at $100 per hour. i told her i could not afford it. that was about 5 years ago when the child support courts started. now i have not seen the girls in 4 years. she doesn't want me in their life. i was told i could terminate my parental rights if she is refusing to acknoledge me as their father to the girls. is this right? am i financially responsible for them if their mother refuses to let me see them and sais she will never let me see them? what options do i have? i have 2 smaller children who i can't support adequately because i pay half my check to the two other girls. does this make a difference?
