does one need an attorney to enter a claim against someone in court?

Lawyers are not required in small claims court. That would be the Magistrate Court in your area, which will provide you the civil forms you need if your claim does not exceed $10K. If your claim is a criminal one, you should contact law enforcement and follow their process.
