is it legal for a neighbor to record my voice, whil;e talking to my wife on my property?

Yes. You have no expectation of privacy when you are speaking in public, even though on your property. Expectation of privacy controls, and is what is required to make a recording problematic. Law enforcement records nearly every encounter with citizens routinely.
