Legal Question in Administrative Law in New York

FT position job offer

I've been doing an internship for NYC in HRA for about 1 year and a half now. Two months ago, they offered a FT postition, later they told me I'll start on Jan 12, however last week, on Thursday Jan 8, they called me again saying that I won't start on Jan 12, that somebody with more seniority than me stole my position. Of course, I was shocked, after, I signed all the papers, I took the oath, finger prints, paying more than $100 for some paper work, and they told me I won't start, they didn't even assure me of a future position.

What should I do? it's not fair what they did, I worked really hard for that position, and they took it away just like that.

I don't believe that anyone "stole" your position. Its more likely that someone already in the title or who had contractual rights to the position as a promotion received it.

When you are assigned to a position covered by Civil Service, you are probationary for a certain period.
