Legal Question in Administrative Law in New York

Is it possible to make something legal in a town, but not in the whole state that that town is in?

Example: Make something legal in Lancaster,NY but not New York city?

The area of law does not really apply. This is just a general question.

Generally, no. However, if the legislature wants to pass a law pertaining to New York City, they will state that: "in cities with a population of more than one million ..."
