nycha section 8 program

i am currently a section 8 tenant with new york city housing authority. an income affvidavit is issued every year and i did not report all my income from 2004-2007, but my income was under the max allowable. i was under investigation and it was founded that i did file taxes and they r terminating my subsidy. 1. will i be convicted? 2. will i have to repay the over payment 3. what will happen to me and can i avoid criminal charges brought against me?
