Pre-Application Disclosure and Fee Agreement form

I recently closed a refinancing loan. After the loan I received a call from the mortgage broker asking me to sign and return a form he faxed me. The form was a Pre-Application Disclosure and Fee Agreement. I did not sign it. This should have been given to me well before the closing. Is it legal to Not give this form at the start of a loan process? I would have gone elsewhere if I had known all the fees I was being charged.

Yes, you have a claim against the broker, his employer and the lender for the fees charged.
