Fund-raising

Are there any legal issues regarding a profit organization(money making business) using fund-raisers to purchase new business related items such as flooring for their business place?

It depends. Games of chance (lotteries, drawings, etc.) have a body of law surrounding them with compliance requirements. State blue-sky and federal securities laws may also be implicated.
