what sort of agreement is it between an advertising agent and the owner of the property where the advertising is taking place? such as putting a sign on someones house.

To some degree, it would depend if you own the sign and then such an agreement would fall under the category of a lease agreement or if the advertiser / ad company owns the sign and you just provide the location and then it would fall under the category of a licence agrement.
